UGSRC: I WILL APPOINT YOUR COMMITTEE HEADS: SRC SPEAKER, RT. HON. RAMZY FUSEINI TELLS SRC PRESIDENT

Elected on Sunday, 5th February 2023, and just five (5) days into office, RT. HON. RAMZY A. FUSEINI is living up to expectations as the Speaker for the University of Ghana Students' Representative Council General Assembly - the highest decision-making body of the SRC. 

Straight after the historic victory, the SRC Speaker thanked all stakeholders for their support during the election. 

The speaker said "We will position the General Assembly as a true representative chamber; one that shall ensure accountability, transparency, and probity in the affairs of the UGSRC. A General Assembly that shall make sure that students' interests are put at the center of every undertaking of the UGSRC. Thank you to everybody."

Thereafter, the Speaker accompanied the SRC President and other stakeholders to have a meeting with the Parliament of Ghana and University Management to resolve the University of Ghana fee increment impasse.




A recent development that has taken hold of the attention of many stakeholders is a letter from the Office of the SRC General Assembly Speaker to the SRC Executive Officers dated 8th February 2023. The subject of the letter reads, "APPOINTMENTS TO GENERAL ASSEMBLY STANDING COMMITTEES, UNIVERSITY BOARDS, AND COMMITTEES, OTHERS."

In the letter, RT. HON. RAMZY A. FUSEINI informed the SRC President and his executives to follow and abide by all constitutional provisions to appoint all SRC Committee Heads and Board Members.

The speaker said, "I write to bring to your attention the following modalities stipulated by the Constitution of the UGSRC, that you should follow in nominating persons for approval by the General Assembly to the various committees, boards, and other bodies to which the Executive Officers are expected to nominate persons."

It was stated clearly to the President that the SRC constitution mandates the General Assembly to approve and/or appoint the entire membership of committees, not just Committee Heads. The Speaker accordingly advised the SRC President not to appoint some Committee Heads as the General Assembly too shall appoint people to serve on such committees. 

Speaker Fuseini said, "For such General Assembly slots, which are guaranteed by the Constitution, you are kindly reminded not to fill them with nominees, as the General Assembly will do so itself." Specifically, the General Assembly will appoint the SRC Audit Board Chairman, the speaker added.

For some time, SRC Executives nominate students to serve on University boards without prior approval from the  General Assembly - this practice is a thing of the past and should not be regurgitated under my leadership, the speaker announced.

Some students have welcomed the announcement from the speaker and applauded the General Assembly for taking steps to ensure that the SRC discharges its duties by the provisions of the Constitution without any compromise.

On one of the Student leader's WhatsApp platforms ( CITADEL ), some students were seen supporting the Speaker and urging the General Assembly to continue the good works it has started.

Others have expressed mixed feelings stating that they are not sure if the speaker is right about General Assembly approving board members nominated by the President.

Others see the action of the speaker as an attempt to go boot for a boot with the SRC President as they believe there is a sense of sabotage or revenge between the Speaker and the SRC Executives. This statement comes after speculations that the Speaker may be affiliated with the TEIN (NDC) caucus on campus and the SRC Executives affiliated with the TESCON ( NPP) caucus on campus. These allegations are out of common sense as it's a nontrue bearer statement.

In the case of the General Assembly appointing the Audit Chair, the speaker's declarations to the SRC President is valid as it is backed by Chapter Nine (9) of the report of the constitutional review committee, 2009 of the SRC constitution.

On the issue of the General Assembly approving board members, though the SRC Constitution does not explicitly mandate the general assembly to approve nominees to the SRC Board, article 22 clause one ( 1) of the SRC Constitution authorizes the General Assembly to approve all appointments made by the SRC Executives. Given this article, Speaker Fusieni may have a valid assertion.

With these developments unfolding, the Boakye-Lincoln-led administration needs to renew its strength to ensure a democratic partnership with the leadership of the SRC General Assembly. Many student leaders have suggested that the current SRC executives must take pride in strategic negotiations - this will strengthen democracy and good governance on the student front and go a long way to benefit the over sixty thousand (60,000) University of Ghana students.
